Tech Valley, Sindh Government and Sindh Higher Education Commission Formalised MoU to Deploy 20,000 Google Career Certificate Scholarships in Public Sector Universities

KARACHI, July 1st, 2026 — Tech Valley, the architect of AI education in Pakistan, signed a Memorandum of Understanding with the Government of Sindh and the Sindh Higher Education Commission (SHEC), to formalise the distribution of 20,000 Google Career Certificate scholarships across Sindh’s public sector universities. Chief Minister Sindh, Mr. Syed Murad Ali Shah presided over the signing ceremony, which was held as part of Google for Education Global Delegation visit to Sindh.

The triparty alliance commits to delivering world-class, Google-certified scholarships to 20,000 Sindh graduates and professionals, spanning Artificial Intelligence, Data Analytics, Cybersecurity, Digital Marketing, Project Management, UX Design and more. At an individual level, each scholarship is worth approximately $1,000, representing a total investment of approximately $20 million USD in Sindh’s human capital.

The scholarship programme operates in partnership with Coursera, through which learners will be able to access Google’s full suite of 14 specialisations and 83 courses, all with the latest AI skills embedded across every discipline.

The ceremony marks a significant milestone in a partnership that has grown steadily since 2023. Tech Valley Pakistan began the Google Career Certificate scholarships programme in Sindh with 1,000 scholarships in 2023, scaled to 1,500 in 2024, and delivered 40,000 scholarships in 2025, out of which over 20,000 learners enrolled in AI-focused tracks including Google AI Essentials and Prompting Essentials. In 2025, the Sindh programme achieved 39,410 total enrolments across 42 universities, with 16,043 course completions.

Chief Minister Sindh Mr. Syed Murad Ali Shah presided over the signing and underscored the programme’s alignment with Sindh’s broader human development agenda:

“Sindh’s greatest resource is its people. This MoU ensures that 20,000 of our young men and women will earn credentials recognised by employers worldwide because these are the type of credentials that open doors here in Pakistan and beyond. This is what investment in our future looks like.”

Mr. Zulfiqar Nizamani, Secretary for Science & Information Technology, Government of Sindh, who kicked off the ceremony, said:

“The Google Career Certificates programme is a structured pathway from learning to employment. The Government of Sindh is proud to sign this MoU and equally proud of what we have already built together. Today, we raise the bar again.”

Umar Farooq, CEO of Tech Valley Pakistan & MENA, added:

“We started with 1,000 scholarships in 2023 and have distributed over 41,500 since then. This MoU is a new chapter in a partnership that has already changed tens of thousands of lives in Sindh. In 2026, we are not just distributing scholarships. We are building a generation of AI-ready professionals.”

The MoU signing is one of three landmark outcomes delivered during Google’s Global Delegation visit to Sindh including the AI training of CM Sindh. Milestones like these represent the most comprehensive government-level EdTech partnership in Sindh’s history, and a signal that Sindh is positioning itself as Pakistan’s leading province in the digital skills economy.
